I'm guessing you mean a Chromebook, because there are no Android laptops per se. From what I'm seeing, it sounds like safe mode is a feature that has been asked for but not implemented. This thread has a couple of suggestions that may help as a work around.

It's usually in the restart menu on devices, it would help to know what device you have in order to help.
Looking up that device, it sounds ancient. Not sure if/how you would be able to boot into safe mode, but I honestly don't think it's worth it. It's running a version of Android that's almost a decade old, and it's probably just done for due to a hardware failure.
Welcome to AC!It is a bit old, but I have a Kocaso android v.4.4 tablet that HAS a TABLET METHOD of entering safe mode. But, for the Kocaso nb726 notebook I need A LAPTOP safe mode METHOD, because tablet method button usage DOES NOT apply to the lap/notebook.
Try holding power + volume down + home button. That should get you to the recovery screen
I'll bet there are no physical Volume or Home buttons on that thing. If we're lucky, maybe there's a Volume button on the keyboard that works the same way.
