How to Blacklist a Stolen Phone

I got robbed today trying to sell my Samsung S7 Edge US unlocked version.

I wiped the device clean and quit using the phone about a month ago (i bought a Pixel XL to replace it).

Online it says I need to contact my provider to have them add it to the EIR register. Then the network provider will put it on the Central Equipment Identity Register (CEIR). But that phone isn't on any network right now, so how can they add a phone that isn't active on my account?

Any help is highly appreciated!!!!
