How to block some outgoing calls?

Hello,
I have a smartphone and I want to make some blacklist for a few numbers on it. Outgoing numbers. Yes, I want to stop some outgoing calls. I found SureLock for that but it's paid. Will you be suggesting me some free apps?

Is this for a kid ?
Probably look at parental controls or service provider account control

Unless you're a parent supervising a minor, or a work IT department supervising a bunch of work phones, it's a dicey proposition to limit what calls another person can make. Every adult of sound mind should be able to decide which calls they can make.
