How to change 4G timeout settings

I did a search and couldn't find what I'm looking for.

I read in a forum recently where someone tweaked the timeout settings for the 4G. I think the change was from, like, 4, to 300, or something. This seemed to help those whose phone mainly said scanning more than it was actually connected.

Does anyone know what I'm talking about?
