How to change the resolution of a video that was already taken?

I recently took a 2 minute video with the QHD resolution, not realizing it was a very large file and I couldn't send it in an email or anything. Is there a way (or maybe an app) where I can lower the resolution of it, so I can successfully send it to someone?
 
MMS max resolution is about 1.2Mb. That QHD vid is going to look pretty bad by the time you get it down to size. Best bet is to post-process on your computer until you get around 20 Megs and email it. Try Handbrake (PC)... one of the best... and it's free!
 
Or just post it on a site like MEGA (50GB of free storage) and send them a link to the file. (Right click it/Get link/Link with key) If you have files larger than 50GB, I suggest rethinking things :) We exchange Android ROMS around 4GB that way all the time.
 
My personal preference has been to upload to youtube,and send a link.
 
Just use a cloud service and share it that way. Why wouldn't you want them to enjoy the video in full hd?
