I would like to store a back up copy of my contacts to my desktop computer. How do I do that with my Samsung Galaxy S10. I'm not interested in using Google for I've the PC offline.

First -- are these contacts saved to the local Phone account, the Samsung account, the Google account, or some other account?

You can do that with Google drive back.up., Samsung Smqrt Switch pc tool. And SD card back.up.

Saved to the local phone account. I've no idea if that and Samsung account are one and the same.

I want to keep my PC off the network grid so I can't use Google Drive. The SD card doesn't have any backup app. And Samsung Smart Switch doesn't let me pick all 700 contacts.

Any other options? Shouldn't the Export option within the phone work?

Look in the menu for the Contacts app and see if there's an option to Export your contacts to a VCF or CSV file.
