How to create a folder (Moto G/Nova launcher)

I see discussion about them but don't see how to create them.
Am I thinking too much Windows desktop?

From any home screen, just drag an app icon on top of another app icon to create a folder. Then you can rename the folder to whatever you want.

I accidentally saw this the other day with two apps and they looked as if they were stuck together. I then separated them. Now that you mention this, it makes sense. However, these two items seem to avoid each other when I try to mate them. Maybe that kind of marriage is not legal in that state yet.
