how to disable internet completley on Inspire 4g?

My son and I have the Inspire 4g, and I am trying to disable the internet on his phone for parental reasons. I know I can disable mobile Internet by just adjusting our phone plan, but how am I able to disable the WiFi on the phone? I have scoured the app store for a parental controls app, but I can't find anything worthwhile. He's a tech savvy little punk so he'd probably be able to get around it anyway. any ideas on something he can't bypass?

My suggestion as a school teacher is get one of those cheapo trac phones paid by month and make him shelf the inspire for awhile.

It's the best option as of right now except you could root.
