The GPS on the N7 is not going to be very effective without a data connection. I have a Garmin GLO which is a dedicated bluetooth GPS device. I want to use that with an offline navigational software. How do I permanently disable the GPS in the N7?

You can go to Settings > Location Access > set "Access to my location" to off.

The GPS is perfectly effective without a data connection, so I don't really understand your reasoning. There are plenty of offline navigation apps that don't require a data connection at all. Examples are Sygic and CoPilot, but there are some free alternatives as well.

You don't have to understand my reasoning. I want the GPS disabled. Period.

Is that all that I have to do to permanently disable the GPS?

It does not physically disable the GPS, it just prevents apps that adhere to Google's standards (anything downloaded from the Play Store) from accessing it. You cannot physically disable GPS.

that is not the right way. go to settings-->Location access-->GPS Satellite

if you disable location access then your offline map wont work properly

This is very funny. I don't think you understand your own reasoning, because it's flawed.
Don't be so unreasonable. :D
Uncheck 'GPS satellites' under 'Location access' under 'settings' (Icon with 3 blue sliders in the apps screen)
But it won't be permanent because you can reverse it.

This way doesn't really permanently disable it. You may be able to use Tasker to constantly shut it off or maybe root. The only other way I know of permanently disabling it is to open the device up and remove the GPS chip.
