How to download to PC and install it to phone later

I have purchased a Samsung Galaxy y Pro duos (GT-B5512) and I'm new to the Android world. I wanted to know, it is posible to download any app in PC and Install the app to my phone later even when the phone is not connected to the internet.
If yes yes kindly tell me how

If you use the same Gmail account on your phone that you do to download the apps from the play store onto your computer, then yes, whatever you download should show up on the phone, granted it's compatible with your phone. Although, you'll need an internet connection to connect to the play store so...yeah.

If you get the apk's on your computer I believe you can connect via usb and transfer them to your phone as well, but I've never done it that way so I could be completely off here. Lol.

If your downloading apps from the Google Play Store, Get Jar, Amazon, etc. those download directly to your phone. There is no option at least I know of for certain in the Play Store to change the download location. Only other way I know of getting an application or "apk" to your computer is if your downloading from a 3rd party site or service which isn't fair to the developers even if the application is free they still aren't getting the recognition they deserve for downloading their apps from a source other than the places I listed above.
