How to enable wifi or data connection when phone is locked ?

i have a redmi note 4 running on noughat version. i have enabled pin and fingerprint. and usually i use my fingerprint to unlock it. But when it is restarted, it requires pin for the first time. And i really don't remember my pin. Also WIFI and Data Connection is off. And i can't pull down the notification bar too. How do i unlock it now? I CANNOT FACTORY RESET AS IT WILL DELETE ALL THE DATA.

That is a security feature that you enabled. If you can't remember it, you'll need to reset the phone.
