How to fix a flickering screen on an iPhone 4?

For an hour after the last charge, I placed my iPhone 4 in my pocket. But soon after taking it out, the screen display starts shaking (up and down motion) rapidly. I though of it as having seizures. I tried restarting the phone but the start up apple logo also shakes rapidly after 15 seconds of restart.

Impending hardware failure, perhaps. Back up all your personal data while you still can, or do an entire backup of the phone in the Apple way, via iTunes.
