How to Fix Service Disabled in LG G3?

I have googled to solve my problem and found a lots of articles about it but none had the solution I need.

I can't receive SMS or phone call or browsing the internet using my Data. I have checked multiple times and the Flight Mode is not active. As you can see in the attachment, the Data is crossed. I can't activate it.

If I go to Settings - Networks, Mobile Data is grayed out.
Dig deeper to Tethering & Networks, Mobile Networks is also grayed out.

I just did a Reset Factory an hour ago and the problem persists.

Restart only worked the first times the problem started, about two months ago.
Then it took a few minutes for it to work after every restart, about weeks ago.
Earlier today, it doesn't work at all. Restart, battery pull, shut it down and wait 5, 10 minutes. I have done it all.

It's not the SIM Card since it works well on another phone.

How do I fix this?

Have you spoken to your carrier about it, especially if you have a carrier-locked device?

They could not find out why right away and need me to leave my phone for unknown period of time. That was before today.
 
Go to about phone in settings and look for SIM information and see if you have an IMEI number or if that has been erased etc
 
That's probably why you are unable to access network services as your IMEI is what identifies your SIM to the network provider
 
Go to Google and search how to backup and restore IMEI G2 and find results from Droid Views.

It is for the G2 but is reported to work with the G3 also

Thanks. I found a youtube video about how to restore IMEI. It requires USB debugging. For that I have to activate Developers Option by tapping Build Number 7 times. But instead of Developers Option, G3 will freeze for a moment then:
  • Goes dark for a moment then back to General tab, or
  • Pops up a notification that reads "Settings isn't responding. Do yo want to close it? [Wait] [OK]", or
  • Restarts

And no Developers Option.

I have done a quick search in Google but find no answer.
 
Factory reset the device and then do that again straight after device setup

At least one problem is gone now. It is no longer restarting. Hahaha... But the freeze and the going dark or the "Settings isn't responding" is still there even though I try to activate Developer Options straight after factory reset.
 
I just found out a third party app that open Developer Options. I have enabled USB Debugging. I'll let you know my progress or if no progress at all. :D
 
I am saying stock in case there was a problem with a custom which causing the problem with developer options and the application should be OK
 
I found what suppose to be the solution for my problem from this youtube video: v=nwzgs1Cmr9k

Everything was going well until minute 7.40. I get an error message "Bad response from phone (DM packet commands 19-24)" when trying to Read from Phone. Tried to google the message but no good result.

Any idea why?
 
Just spent two hours trying to find out what happened. No good news. I did another factory reset with a little hope. Also failed. My guess is that "bad response" message has anything to do with my G3 unable to open Developer Options after tapping Build Number 7 times. So now I'm back to where I started. Trying to solve that message "Settings isn't responding. Do yo want to close it? [Wait] [OK]"
