How to Flash Chinese Rom + Unlock?

Hi everyone,

I'd like to flash a Traditional Chinese (Taiwan) rom into my Samsung Note SGH-I717; I want the entire interface to be Traditional Chinese. Also, I'd like to unlock the phone as well. Can anyone please tell me how to do it?

PS: This is an AT&T phone that will be used overseas which is a GSM carrier.

As far as I know, an International ROM can't be flashed onto an AT&T device.

I have no idea about the international ROM...

However HERE is a link on how to unlock your device for any GSM carrier...
