How to Flash Chinese Rom?

Hi everyone,

I'd like to flash a Traditional Chinese (Taiwan) rom into my Samsung Note SGH-I717; I want the entire interface to be Traditional Chinese. Also, I'd like to unlock the phone as well. Can anyone please tell me how to do it?

PS: This is an AT&T phone that will be used overseas which is a GSM carrier.

I don't think that is possible, the Chinese rom is based on the international note 2 and you have the us att version. Due to a difference in hardware, unless it was ported you wouldn't be able to flash it, it might even brick it if you do.
