How to get this screen?

This may be a stupid question, but how does one get to this screen on purpose? I've only ever gotten it on accident and never found a way to replicate it on purpose.

Wish we could add true widgets to the screen, now that I know how to access it. I see the options that OneUI allows. But it's pretty limited.
