How to install app on 2 different devices - without paying twice?

I bought Paprika (recipe app) and installed it on my Nexus 7, but when I go to Google Play Store and try to install it on my Nexus 4, it asks me for a credit card.

How do I get it on my Nexus 4 without paying again?

Where are you attempting to install from? Try my apps>all>"app x">install
Are you using the same Google account on both devices?
