How to lock app from clearing cache on android Oreo

Hi, I have Xiaomi S2 and Android Oreo and want my weather app (Gismeteo) to be locked from clearing cache? I noticed when I clear cache "messenger" app has lock icon and it clearing doesn't affect it. Can I lock Gismeteo app too like that?
I want Gistmeteo to remain in notification area all the time, even after clearing application.
