How to lock the navigation bar on galaxy note 9?

I have a galaxy note 9. There are three buttons - one that shows all opened apps, the home key, and a back button. Previously there was a dot to the left that allows you to have the navigation bar always on. A few weeks ago after an update thay button is gone. I've tried going to settings>display>navigation bar but I don't see any options for that.

Is there another way to lock those three buttons ls I don't babe to swipe up to get it to appear?

That version was in 8.0 Oreo, 9.0 pie doesn't have that anymore. But can try Samsung Good lock might have the option.
