How to lower the volume down to mute instead of vibrate using the volume knob?

On my previous phone I was able to lower the volume down to mute. However on my Galaxy Tab A tablet when I use the volume knob to lower the volume, it goes down to vibrate instead of mute. I have selected sound mode of Sound but it keeps switching to vibrate when I go to the lowest setting. How can I lower the volume to mute by default? Even if I select Mute for sound mode, it eventually goes to vibrate.
Is there a way to disable vibrate COMPLETELY? I don't want it for anything.
