how to make free phone calls via wifi now?

since talkatone doesn't work with google voice any more, is there anyway to do it now?

Most of the apps now that have free calls via wifi require both users to have the app on both phones.

I use Viber, Awaaz, Hangouts or Facebook messenger to call my wife.

I use groove IP. They give you a new phone number now that Google fixed voice..

On my iPad, I can make calls using Google Hangouts. Are you able to do this via the Android app?

I can't post links but if you Google Add phone capabilities to your tablet the method in the first result still works.
