Welcome to Android Central! The power-saving mode most likely turns off haptic feedback automatically, in order to save energy. You could try a 3rd party battery-saver app, although there are a bunch of bad ones out there. JuiceDefender is one of the more respected ones.

I used another keyboards and it vibrate when power save is on.. Only fleksy does not vibrate.. Why?

Fleksy hasn't been updated since April 2016, ever since they were acquired by Pinterest. It's possible that bugs are cropping up on individual devices as they get system updates, and no one is bothering to quash those bugs any more.
