How to make little executable things

I would like to make some little routines to execute via "OK goggle" along the lines of :
OK Google run brightness indoors and
OK Google run brightness outdoors. These would set screen to 40% and 100% respectively.
So I am assuming that I need a little application called brightness but I don't know how to go about that. Or is there some launcher or clever thing that can be used to accomplish this? It is especially useful when in the car and you can't see the dim screen.

Try Tasker and Tasker App Factory. You can create a task - as an app - to change the screen brightness - and have the Google app (the "OK Google part of the phone) run that app. Like "OK Google indoorbrightness" and the app is named indoorbrightness.
 
NFC tags are another option. I have them set up on the phone for profiles in the house/car/office.
