How to resolve "Problem encountered preparing hold for me"

I've tried clearing all kinds of app cache and user data. Rebooted numerous times. Uninstalled and reinstalled updates to Phone and Google apps.

Sometimes the feature will allow me to toggle it on, but after a few minutes it always reverts to having a problem.

Do I need to reset my entire device?
 
You try uninstall the update to the phone app?
To do that long press the phone app>tap info>upper right corner tap and uninstall update and test

I am in Canada, running a Google Pixel 5,everything is set to English, I am with Rogers.

I have tried uninstalling the phone updates, however I've done that through the Google Play store, not through a long press on the app icon, though I suspect either approach achieves the same results.

Yeah both are same approach, did it work ?
 
Yes, I have tried uninstalling updates for the Google app as well. The issue occurs when there are no updates applied to the Google app and the Phone app.
 
After reinstalling the updates to both Google and the Phone app, the error is cleared. I can reactivate Hold For Me (which requires access to WiFi). The next time I go into the setting, the error is back.
 
Hate to say factory reset because we dont know if it will fix this , you tried safe mode?

Should report this to Google , maybe wait see if a update will correct this
 
Tried safe mode, same error.

I've sent a report to Google. Hopefully they'll action something from it...
