How to restore all settings (home screen icons, etc) from Google Drive backup?

I've just got a Pixel 5 and want to restore all my data and settings from my Pixel 3. On my Pixel 3 i have the backup in Google Drive (and have made sure the same is done within Whatsapp). When I chose the backup when setting up my phone - all the apps copied over but things like my home screen, SMS, messages and other settings didn't copy over.

Ideally I'm looking at setting up my Pixel 5 - just as my Pixel 3 was exactly. Settings, etc. Like a carbon copy. I used to have an iPhone and this was possible via iCloud.

Is there anyway of doing this on Android via Google Drive backup? Or would I need to physically connect both phones.
 
I got my Pixel 5 yesterday (excellent, and the battery lasts forever) . To transfer from my Pixel 4XL, I followed the instructions in the box and used the cable provided to connect the old phone to the new one, then did what it said. Absolutely everything was copied over including settings, screen saver etc. I just needed to set up my email accounts. It worked like a dream and has never been that effective for me in previous years.
 
Even home screen with all the apps etc was just the same in the new phone as the old one.
