How to save files from a HTC ONE M8 while is having issues?

So my question is it that I have an HTC One M8 and yesterday after I plugged in the charger it had a rough start after like 10 minutes the phone started optimizing all the apps and recovering them, I don't know why, but that's not the problem I already found a solve for this.
Can I save the files from the phone on my PC or on my SD Card?
The phone continues to show my that every app form the phone has crashed and when I'm trying to plug it to my laptop it shows that is connected even it makes the pop in sound but on my laptop the G or F disk it's still empty, don't recognize my phone.
Is there any way to save my photos, I don't have any backup.
Or is there any way the save the crash problem without the factory reset? So I won't lose anything.

Welcome to Android Central! When you connect via USB, swipe down the notification panel -- do you see a USB option? If so, tap it and make sure MTP or File Transfer is selected.
