Welcome to Android Central! If those are spoofed local numbers, then there may not be much you can do. Spoofing is where the spam caller makes it seem like the call is coming from a certain number -- but when you call that number back, it's the actual owner of that number (who has no idea their number was being spoofed). This is a common tactic used by spam callers. They will often spoof a number that has the same area code and prefix as your number, hoping that you'll think it's a real person who lives near you.
If you block these numbers, it won't help, since the spoofers will rotate through a whole lot of similar phone numbers, and all you'd be doing is blocking a legitimate phone number (that granted, probably will never call you for a real reason, but you never know). The telecom industry is supposedly working hard to figure out how to stop spoofed calls, but for now, the best thing to do is ignore calls from these kinds of numbers, and see if they leave a voicemail.
