I assume you're talking about the Chrome browser? You can bring the nav bar and tabs by simply scrolling down a little--no need to scroll all the way back up the top.
I don't think there's any way to turn that off in Chrome. You might want to try some of the many other browsers available on Google Play, like Dolphin.
If you have more than 1 tab open at once, if you swipe form edge of screen switches between tabs....You can also swipe from the edge of the screen to bring it back. I was getting pretty upset at the auto hide feature until I figured that out.

As long as we're discussing the Chrome browser, am I correct that there is no "Close All Tabs" function on the tablet version? I know in the phone version, if you tap on the number of tabs to make the tabs visible, then "Close All Tabs" appears in the menu. But I am not finding that on the tablet version with the tabs on top.
You can set Chrome to always use the desktop site here...I don't actually know. I have Paranoid Android on mine, but Chrome seems to think that I am on a phone while using it, so it goes into phone mode.
