How to stop WiFi notices?

I'm constantly getting WiFi notices. It's especially annoying when trying to pay with SamsungPay - I'll be in a Whole Foods and about to pay and as soon as I bring up the SamsungPay window, I get a white screen asking me if I want to connect to WiFi. If I want to connect to WiFi, I want to do it manually - I don't want any notices.

How do I stop these notifications?? Here are my WiFi settings:

I'd turn off smart switching if you want to do it manually every time.

I'll try it, but I thought Smart Switching only went the other-way: WiFi to mobile data. I didn't think it would cause "WiFi available" notifications.
