How to transfer 60fps video to PC?

I did this a while ago and it worked (before Nougat) but can't remember how.

So now I tried these two methods:

1. I just copied the mp4 file from DCIM\Camera to my PC. I could open the mp4 file, but it would stutter and lag like crazy.

2. I opened the video on my S7, chose Edit and then Export. But from the list I couldn't select 60fps for some reason.
Here's a screenshot:

(Norwegian language, but I'm sure you get the idea)

So as you can see, no 60fps option is present. Do I need a 3rd party app?
 
I just cut and paste if it is stuttering maybe it's your pc and not the video, I usly record at 30fps
 
Hmmm, it was my work PC, which is kinda slow. I will try at home.

So you've tested this after the Nougat update?
 
I just upgraded to Nougat on Monday and just tested on my pc today same process, I have windows 10 and it gives you options when you plug in a device mine is set to open so it displays the phone folder and the SD card folder even at 60fps it's the same, video plays fine, I just cut and pasted to the desktop then decided to save the video and moved to the pics folder on the pc
And I was very hesitant to upgrade to Nougat but for me it's been flawless just cleared the catch (spelled wrong) in system restore 1st
