How to turn off "mobile data turn-off" notification

I have a Samsung note 9 and whenever I try to turn off mobile data a notification pops up that says I "will not be able to access the internet or anything that requires mobile connection". I have seen similar threads for older phones before. I would like to clarify that it is not like a normal notification. It is a pop-up window that I need to interact with in order to do anything with the phone.

Long story short, I was wondering if anyone knows how to disable this infuriating notification.
 
It's been there since at least JellyBean that I recall, and I don't think it's ever going away. Sure you can disable it, but not without doing a little programming, capturing it and preventing it from popping up, or executing the code that the OK button executes.
 
Yeah, would be nice to disable that notification, we aren't idiots, we know disabling mobile data will turn the internet off if not connected to WiFi.

I would like to be able to disable the volume notification that pops up when you try to turn the volume up all the way. I have a tablet that I power down every day and every day I have to clear out that notification. I like to turn the tablet volume all the way up and control the volume thru the radio. Next tablet I get probably won't be a Samsung just for this reason.
 
I don't get that pop up on my exynos Note8, could it be a carrier related *feature*
