As @vwite noted, you have to hold the power button. The pin/biometrics screen will come up and you have to sign in. Then push and hold the power button again and you'll get the power off/restart screen.

This is my issue as well. It sems to restart instead. I contact samsung but they said to re-enable the touchwiz as the launcher. I hadn't change it but it appears the tech seems to thing that was the fix. For now i just go to the home screen and then power off otherwise powering off from the lock screen does not help.
