How to turn on, when mounted in waterproof bag?

I use the double tap function to turn on my screen. But when I mount the phone in a waterproof bag/case on my bike, the double tap function is not working.
I guess this is the proximity sensor that thinks the phone is in my pocket and is therefore blocking for the double tap function.
Any suggestions on how to activate the double tap function when mounted in a waterproof case?
 
I do that when I did it for my runs. It seems to double tap off but not on. I just press the button at the back.
 
I don't know the answer.

But CPU-Z (not "CPU Z", which is different) has a Sensors tab, which shows the readings from the proximity sensors, among others. That might show you if the proximity-sensor thinks the phone is covered, or help understand if it is perhaps related to the waterproof cover making it difficult to register the double-taps on the screen.

If the bag is flexible enough, can you make it cover just the lower part of the screen, and try double-tapping through the bag (with the bag held away from the proximity sensors), to see if it will turn on in that scenario?
