How to unlock phone with forgotten password

[Android Central Question]

My Father has forgotten the code to a brand new Nokia TA 1283. I have tried to factory reset this phone but no option seems to be available to do so without unlocking the phone first. I have also no way of enabling USB debugging to try connect to a PC.

Can go into recovery and factory reset and log in after with Google credentials
