I open the app and it gives me " you need a google play music account to get started "

I have google account I have gmail , i have logged into my google account already

yes , google play music laptop version ask for my credit card number to open an account

Google Play Music is mainly a subscription based service. It is also a store. The iPhone won't allow the store part so it is only the streaming part.

You can access your own music uploaded to it but I believe you still have to have a credit card to have the account active. Just ensure to not have the subscription set.
