How to use Routines, Tasker, IFTT to control mobile data

Is there a way to automate my phone to (1) turn mobile data off when connected to my home or work wifi AND (2) also turn it back on when I am not connected to those networks?

The task would triggered by State/Wifi

I was able to get Routines to shut off mobile data when near a location (work and home) but when I leave the location, mobile data does not turn back on.

haven't tried tasker yet - is there a free version?

No free version, but I think it was worth the 5 bucks or so that I paid for it. And to reverse an action, like turning mobile data back on, you use the Exit of the original trigger to turn it on. (I had that same script running for a few years - I still have the Mobile Data On and Mobile Data Off scripts backed up on my PC - they're trivial, one function in Secure Settings (which is free).
