How will they update all the buggy phones?

So, the phones are all turned off sitting at the stores with the presumably bug infested OS. So I assume Google has come up with the update, but how they are going to get it onto all the phones sitting dormant on the shelves? When they turn the phone on in the store will it just do an OTA update before they give it to you?

On release day, as soon as you opened the box and turned it on, the charge updated. I'm sure other phones did this.
