HTC 10 how to Re-arrange the Quick Settings toggles.

I know you used to can do this on the M7 and also I found there is no system UI tuner for HTC,
How to re-arrange the Quick Settings toggles now?

Apparently HTC removed it - obviously they know how I use my phone better than I do...
