HTC One data roaming

I just switched from the EVO LTE to the One. After one week with the first one, I traded it in for another one. Both of them keep popping up unable to connect to data or data not connecting because roaming is switched off. I have checked every setting and I'm pretty sure that roaming is turned on. Are these phones that bad at data or am I missing something. My old LTE was 100 times better than this.

My Evo LTE was better as well. Not really an issue for me because Sprint in my area is good but I agree the Evo had better radios
