HTC One - Location setting since upgrading

Why is it every time I turn on/off the location from my widget, the location menu always comes up? This never happened before the upgrade as I was always able to just click on or off and nothing else would happen.

Is there a setting that I am missing that can eliminate going to the setting menu every time?

Maybe you have an app that's running and requesting your location since it's off it's popping up?

It's not popping up by itself. It pops up if I disable or enable the location. This never happened before the update as it would just shut off by itself and nothing else would happen. Strange
