HTC One M8 Displaying Chinese/Taiwanese after Factory Reset

Hello everyone,

I had a problem with my HTC One M8 which made the display black. I did a Factory Reset, but, after that, I get Chinese/Taiwanese Language displayed which I am not able to understand. After reset, Android updates are installed which are 271.

Somehow, I managed to reach the Settings App and changed the language to English but that didn't changed the text on this screen at all. The menu or desktop is not displayed. When I somehow managed to see the loaded apps, I see UDove as the title of the app displaying this Chinese/Taiwanese. If I kill UDove app, the phone displays HTC Logo and come back to the same screen.

How can I get rid of it?

Same problem also with M8 after reset except I can't get past the "Android box" and green wheel to start up screen
