HTC one won't go passed bootloader

Hi guys I'm really new to android but I'm a fast learner

I've just been given a htc one m7 uk version that would not turn on the battery has been changed. It turned on then was on like 7% so it turned off then I put it on charge and it connect to the charger and shows the charge logo but then goes to a RED ! Inside the battery and the LED flashes.

The device will still boot up but won't go passed the bootloader then goes back to the charge logo I can put it into HBOOT but and it will stay there but when I try connect my divine to the laptop it says that it's an unknown device. Maybe this is my error I'm not sure someone mentioned about reading my RUU but at the moment I'm really stuck.

I would really love some help please guys I'm passed the point of been confident with the blooming thing and I'd really like to fix this phone as it looks like a really nice handset

First while in the bootloade use the vol button to scroll. go to fastboot then hit power, if you have the usb cable plugged you should now have fastboot usb highlghted.
Here is adb/fastboot. Download the zip and extract the fastboot folder to your desktop for easy access. If you have windows 7 the easiest way to open a cmd prompt from that folder or any folder that contains adb/fastboot is hold down your shift key, right click the folder and near the top choose "Open command window here"
okay now back to fastboot usb mode, Open a cmd from fastboot folder and type "fastboot devices" you should see your phones SN. if not you need to install the window drivers for the phone
