htc rezound wont stop rebooting

Hi
I took my rezound hot tubbing for two minutes. I dried it completely.
The phone reboots after ten seconds. Over and over. I am unable to stop the reboots long enough to try things i found on this forum. It shows 9 16 am wed jan 1 1992on the screen. Any help is appreciated.

How did you "dried it completely"?

A week in rice stirred or replaced daily, followed by compressed air or hair dryer on low for a few hours, and then a couple quick baths in 95% isopropyl alcohol, then another compressed air/hair dryer treatment? If my phone got submerged, this would be the minimum I would do before ever trying to put the battery back in...

Well, that is what I say anyways, in reality I don't know if I would seriously follow those recommendations... :-!

BTW, it is very rare to have a phone not designed for or properly protected to get completely submerged for two minutes and survive, even under the best conditions, the problem eventually becomes one of microscopic corrosion and residue more than a problem with the water itself. At the very least you can bet the battery itself is toast.

Anyway, enough lecture... as far as the "boot-looping" goes, can you get into hboot?
 
How I dried my phone. I put in rice for two days. Tried the phone, relized the rebooting. I took the phone apart down to the digitizer. I used a blow dryer and a can of air. Then I left the phone apart and in rice ( the same bag of rice) for two more days, put the phone back together, and had the same problem. I can get to hboot butwhere to go from there? I tried fastboot, recovery, fac reset, clear storage, simlock, and image crc.
On that screen, the phone says locked vigor put ship s-on rl hboot-2.11.0000 emmc-boot oct 6 2011,15:43:22.

When I turn the phone on and drag the ring, this screen I come to is the language selection screen. I hit English and next. Then the phone tries to connect and reboots after 5 seconds. I have tried the emergency call *#*#4636#*#*. Went to phone settings, and changed the setting to cdla(? - cant remember if thats the right initials). I can do this in my 10 seconds and get back to the language screen, then it reboots and the setting have not been changed. Hope this give a little more information on my phone trouble. Thanks.

One more thing, A box sometimes comes up on the language screen saying process system not responding. I did take the phone apart. Could i have missed putting a ribbon cable back properaly?
