What exactly is HTC Sense? From my understanding, theres the main Android OS, and then Sense is put on top of that to tweak it a little. Is this correct?

Sense is a skin put over Android. Added widgets and other thing to give it a unique look and feel that is HTC. Samsung has touchwiz and Motorola has motoblur and so on.
