HTC U11 - How do I enable tethering?

OK, so when I try to turn on the Hotspot on my new U11 it gives me a message that I need to call AT&T to enable the feature. I didn't have the same problem on Nexus or Oneplus devices. Does anybody else have this problem and a solution?

Yes, the solution is to call AT&T and make sure that tethering is enabled on your plan with them.

My plan doesn't have Tethering enabled but this was never an issue with the Nexus and Oneplus. My question is not about what AT&T wants me to do but how and why this is different on the HTC phone? Did they do a deal with AT&T to penalize users that don't have a tethering plan? If so, this phone is going back immediately. I'm not going to have anybody, especially not a company I just gave $650, dictate how I use the data volume I pay for.

It's not a deal, no. That's how things work, the device is not defective. AT&T offers a plan to be able to do so, signing up for that plan makes it work, not signing up for it makes it not work.
