I wanted to format my phone because it has little space left so I tried and everytime I format it, it would not let me and would go to the screen of Fastboot&Rescue Mode. It says Phone Locked and FRP Lock. Then when I repeatedly try to format it, it then eventually led me to a relooping Fastboot&Rescue Mode so everytime I try to restart my phone, it would show the Huawei screen then would go back to Fastboot&Rescue Mode. Please help me. Thank you very much

Welcome to Android Central! FRP means Factory Reset Protection, which suggests this hasn't always been your phone. Are you able to use it otherwise? If it's asking for a PIN/password/pattern and you don't know it, then you'd have to contact the previous owner. We can't help you bypass a security feature.

This has been my phone ever since my family bought it for me last June 2018. I was able to format it back then. I formatted my phone like thrice already and it's weird that I cannot format it again since that Fastboot&Rescue Mode kept on showing up and now it is stuck on that screen. It frustrates me that this happened. Around the first attempts, it asked me for my pattern and I put it anyways and now its stuck on Fastboot&Rescue Mode with the Phone locked and FRP lock. What measurements should I do with it?

The firmware might be corrupt, then. I'm afraid I wouldn't have any other suggestions for you. You could try checking the forums at XDA-Developers.com to see if there are any steps you can take to reflash the ROM (but that would wipe the phone, of course).
