Why is my Huawei PSmart stuck on FASTBOOT&RESCUE MODE?

[Android Central Question]

It only shows the Huawei logo when the charger is plugged in but doesn't show anything other than that. It's stuck on fastboot and rescue mode FRP Lock and it says phone locked

Welcome to Android Central! FRP means Factory Reset Protection, which means if you aren't the original owner of the phone and tried to do a factory reset, it's going to require you to enter the account credentials for the previous owner.
