I am being charged for data despite not using any.

I am on O2 pay as you go. Recently, my phone has (3 times) charged me the £1 tarrif for data usage even though data is turned off and the graph for mobile data shows no usage.

Remember that the data usage as displayed on the phone is an estimate. Unfortunately, the carrier's tally is the only one that counts. O2 should be able to tell you the type and amount of data that was used (web, streaming, apps, etc) and when your phone used it.

You might also check to see if O2 charges a minimum per month to keep your account active.
 
I have only been charged recently after not being charged using any for 6 months. How would O2 think I used data when mobile data is turned off?
 
If you went six months without using any data, it may be a maintenance charge. O2 can tell you if you're being hit for an account charge or if there was data actually consumed. Your carrier's customer service department should be your next call.
