Welcome to Android Central! Where exactly are you getting that error? When you try to open Google Play Store? When you try to purchase or download an app?
Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.
