I am unable to move apps to external storage on my galaxy J1

Not all apps can be moved to external storage. This depends on what type of app you are trying to move. If you're using a micro SD card, it migt need to be formatted as well, a simple search on the web for what your device is compatible with will help you determine what card/filesystem you should use.
